My new guess, based on recent information in particular, is that this will be a final reward for the Reforging Tyr questline at some point. Makes sense, y'know? Silver Scale, white scales, you get the picture.

My new guess is that Blizzard forgot to include this as one of the rewards for the Tyr questline. Who knows at this point lol

You should get this item as a reward from the quest, after the recent hotfix as several people were not getting it. I just got it myself from this quest.

Starts with the quest chain 循迹提尔之途 Complete this and all quests that follow.

Following this, head back to Valdrakken and start the quest chain.

After this you will obtain the quest which rewards the scales!
