The last chapter of the season journey is quite harsh if you are starting or playing casually. So this Zir dude can be considered late-game content only. I appreciate it since I think too many things are made with casuals in mind but it is an unexpected move from the devs.
For many (see US Bug Forum - myself included) completing the seasonal journey is not possible due to bugs in various achievements (Potent Vows, Avatar of Sanctuary's Might). So this new event is canceled for us.... :(
