With the Season of Discovery PTR datamining, we found more information about the new Blackfathom Deeps world buff, plus some other possible world buffs.
Blackfathom Deeps World Buff
As announced at BlizzCon, this will be obtained in the new BFD 10m raid.

Increases critical chance of spells, melee, and ranged by 2%, grants 20 attack power, and increases movement speed by 20%. 120 minute duration.

Ashenvale World Buffs
Apparently, a world buff will be given at the Ashenvale open-world PvP.

Other new buffs present seem to be Shrines. Currently, it is unsure if these will be open-world buffs or full-blown world buffs
