This was likely found in a Nightmare Dungeon, although the previous one had been found in a Helltide Event chest. is considered best-in-slot for many builds, including the popular Whirlwind Barbarian Build. The comments in the Reddit post included many jokes about salvaging the item for it's appearance as well as jokes about the OP using up all of their RNG for the remainder of their mortal life.
The most interesting part about this drop is that it requires level 78. This makes it a little more valuable than the previous one, which required level 100 to use, as it allows the owner of the item to use it on alts for that intense 78-100 grind!
Undoubtedly, this is going to create more hype for those still grinding away in Sanctuary for their first chase unique. Our advice to them, would keep your expectations sheathed as the drop chances have been known to be
notoriously low
