The Wowhead Rare Elite Guide has maps, loot lists, and abilities for all the rare elites in this achievement and other elites across the Timeless Isle.

As listed in the criteria, there are 31 total new rare spawns on the Timeless Isle, 13 Rare and 18 Rare Elite creatures. The location of the mobs is as follows (in alphabetical order):

Normal rares have a 30-60 minute respawn time, rare elites have from half hour to half day or even more (check Golganarr). In addition, some rares require player interaction to spawn.

An addon comes to our aid, ~~though it's outdated for a while,~~ _NPCScan is still working. It notifies us if any rare mob is available in the range of our sight. We just need to add the mob's ID number we want to track. To do this, simply copy+paste the following lines one-by-one into the wow in-game chat while the addon is enabled -- or create a macro to batch.

I added Captain Zvezdan to the list because that guy is the indication of Rattleskew. Also added Fishgorged Crane as the indication of availability of Cranegnasher. As you can see I used abbrevs for names mainly because macro space issues. After all, you can type anything for names actually. _NPCScan scans for IDs and will print the original name of the mob despite the name you set in.

Although it's totally off-topic below, but it may be better to add everything worth-to-mention in 5.4 to _NPCScan list at once.
You probably know they changed the One Many Army's mob types in the Vale of Eternal Blossoms and these (now rare) mobs drop 5.4 cooking ingredients for the new 5.4 recipes, as well as Treasures of the Vale. You can extend your _NPCScan list with them if you're interested in cooking:

Criteria is not account wide and requires all of the kills to be carried out on one character - not particularly challenging for most of the mobs, but Golganarr appears to be particularly troubling to find. It's probably worth either ensuring that you kill this NPC on your main before chasing after the rest of the kills, or failing that - just completing the rest of the criteria on whichever alt is lucky enough to find Golganarr alive.

This achievement is now account-wide.

(I never knew it was. On an alt, I gave up on Ironfur Steelhorn not spawning, checked Achievements, and was pleasantly surprised the alt already had the achievement.)

Achievement requires having the cloak from the Legendary questline, which was completely removed from game when WoD came out. Anyone who didn't earn the Legendary cloak already cannot earn this achievement, EVER. Sorry, but you're locked out of it. Ordon Sanctuary is a "members only" club which no longer accepts any new members.

I continue to get the boot when i attempt to enter the Ordon Sanctuary. This is a bit of an issue when that is where Archiereus of Flame spawns. I read that it used to require a legendary cloak but that was removed as a requirement. Anyone know if it is a rep issue? (I am only friendly) Does the summoned Archiereus count towards this achievement?

You may care to download my Rare Love add-on over at WoW Interface or Curse.

It is simply one macro for all your Squirrel "love", pest and rare achievements through to the end of MoP.

You'll spam press a macro button created by Rare Love but when the add-on itself kicks in there is a whole lot more, including progress tallies after each kill/love.

Most importantly, it runs lean and clean. Little cpu/fps impact and a tiny memory footprint.

Archiereus of Flame was the last rare kill I needed for the achievement. I used a glider to the left side of the area and climbed up. Instead of summoning him, I stood outside the sanctuary and sent my pet in to kill him. Counted for the achievement.

Don't be discouraged by mobs like Great Turtle Furyshell or Monstrous Spineclaw. It doesn't take long to spawn them even if you're doing the achievement on your own.

Is there a way of predicting when a rare will spawn? I’ve been trying to collect them by camping out somewhere with three of four spawn points within range. I kill mobs, wait for the respawn and kill them again. I’ve spent 3-4 hours doing this, then another player shows up, stations themselves nearby, and the very next spawn is a rare. They seem to be expecting it, while my reactions are slowed, so they get it.

This has happened four times, in different locations and with different rares. Too often to be coincidental.

Everytime i use the glider method to get to the sanctuary it portals me to the celestial court. Is there a way to get to the sanctuary in patch 10.X without having the cloak?

For anyone interested, there is an AddOn which literally combines every exploration achievement possible - so one set of pins for flying around - many hundreds of pins obviously - which disappear as you get each criteria of each achievement. Heck this beats copy pasting coordinates from here into other AddOns. It's at Curse and it's by yours truly! Hope it helps you all!
