Hey, it's kinda weird to reward people for participating in beta that you regulate... most of the world will never be able to get reward because they dared to live in a country you deemed not worth of beta? Interesting choice right there, blizzard, interesting. Hope it's just a misommunication and promotion is for whoever plays the game in like first month or so :)

I was not in beta downloaded the game about 2 hours ago and got the pet and card back notice. It doesn’t appear you have to be a beta player to get that. I did do the notify me when it releases thing from the website but that was available to everyone.
I did not participate in any shape, way or form with the beta, never was even invited to join it, and when I logged in I received notice that I got the battle pet and card back. Hoping that it is actually true because it's a pleasant surprise if so! I would speculate it may have something to do with logging in during early launch possibly?
Force close the app by holding down on the app going thru the settings, re launch the game and it should pop for you if have been playing all day. I was preregistered, but didn't do the beta or anything.. think it's just for anyone who plays early so no one will miss out.

To clarify for anyone wondering: The Hearthstone card back and WoW battle pet can be obtained after/during launch. I am pretty sure I read somewhere the requirements were you just need to finish the tutorial (in this case I think that means beat Hogger). For me, I beat Hogger and force quit the app and restarted it and I had the notification, don't have the pet in WoW yet though.I don't think there were exclusive rewards tied to participating in the beta, however, if you pre-registered to download the game on the Google Play store or the Apple store prior to launch you will also get some skins/emotes in Warcraft Rumble as a pre-registeration gift. Additionally, I believe there are also some Rumble gifts (skins/emotes) if you play during the first week of launch.
