Don't call these chase uniques. There is no way to chase them.It's like saying you can "chase" the powerball.
This thing is in a class of items that is orders of magnitude rarer than anything else in Diablo 4 or even PoE. It's not a chase unique and calling it that is encouraging poor game design like this.

If Lucky Hit chance was replaced with Vulnerable damage instead, it'd be more universal and you'd see it in every guide that spams a Core spender.For instance, HotA barbarian would only want this with their shouts up to fuel infinite fury, but outside of those cooldowns, not so much. As you want to hit HotA at max fury, then recharge. Similarly, Bone Spear Necro only wants to spam above 50, so you'd not spam til you're empty. I'm trying to think who'd want this. Maybe Firewall Sorc?
Pulverize Druid maybe, Pulverize is a Core skill and the thing cast the most.?.?.But you gotta look at what's being given up on a ring aspect for this...
